Effect upgrade?

Hi, i have a 2010 650 GV Aquila, a black and orange beauty. I read that these bikes normally have 54 kW (=72 HP), but mine is set up with only 22,7 kW (=30 hp). Does anyone know why there is a difference in effect output, is it some restrictions put on for license or tax reasons, or is it two different engines? And if the engines are the same, can mine be upgraded to the higher effect version? I live in Norway, and have drivers lisence for any kind of MC, so formalities should not be a problem.

It is restricted and can be restored to full power, probably need a unrestricred efi unit.

...and as my MC is from the carburetor era, I guess there is no EFI to change. Then what? Can I just remove some rings/washers in the carburetor intake, or is the restriction done on the carburetor slides? Do I need new slides, or can I adjust the existing ones? Where  do I get the parts I need, (on the internet, as it is 700 kilometres to the nearest Hyosung dealer from where I live...) ?
