I'm going to guess that this is a carb set up issue.

I'm going with, its an old 2005, been ragged to death by a previous owner, compression will be piss poor, rubber hoses perished, never seen an oil or filter change for years and still running an uncleaned stock air filter (if not, a K&N drilled airbox rubbish).

Going off the information we were provided, it could also of been a Saturday and a strong wind against the rider up a steep hill.

I would definitely check the compression and what they have already said, also check for a potato in the exhaust pipe.  This used to be common 40 years ago but seems to have fallen out of favor as a prank with the youths of today.
