wont go over 8k rpm

I've been having issues with my bike lately, the bike doesn't seem to have much power anymore and really struggles going up hills. I noticed when accelerating the rpm tach acts like its misfiring or starving of fuel and won't go over 8k rpm, could only go 55mph.

I'm certain my carbs need balanced but I have tried tweaking with it to see if there is any improvement and I'm just not seeing it. The bike is a 2008 UM 250R w/ 7k miles. Bike got new plugs, oil/filter and fuel filter about 200 miles ago.

I'm just hoping someone can lead me to the right steps on what I need to check. Is there a manual with stock specs for the carbs(the adjustment screw). Thanks.

On these older bikes the rubber diaphragms on top of the carb seem to shrink some. it is possible that one or both are not seated properly.

step 1 is to make sure your carbs are clean.
